I thought I read somewhere that animals usually wont' attack babies. I wonder if that is what this sign attempts to convey?
They will attack a small child, just not often. The sign is a reminder to not let little kids run off too far so you can pick them up if you see a mountain lion. They won't attack an adult unless they are protecting something. Stay calm, walk don't run ect.
